On November 7, the National Development and Reform Commission and the Natio☆nal Energy Administration officially released the "13th Five-Year Plan for Power Developmentπ", which is the action program for my country's "13th Five-Year Pla×n" power development, a guiding document for the preparation of relev←ant special plans, and an important basis for the layout of majorε power projects. Liang Changxin, spokesman of the National Energy Adminiφstration and director of the Legal Reform Department, presided over the meeting, and Han Shui,  chief engineer of the National Energy Administration, and Huang Xu↑enong, director of the Power Department, attended and introduced↓ and interpreted the power plan to everyone.

November 7, the National Energy Administration held a press cγonference in Beijing to release the "13th Five-Year Plan for PowerΩ Development" and answered questions from reporte↓rs. Han Shui, chief engineer of the National Energy♥ Administration, introduced the relevant situation.&∑nbsp;


Han Shui pointed out


During the 12th Five-Year Plan period, the country&#≈39;s installed power generation capacity reached 1.53 billion  kilowatts, the total length of 220 kV and above transmission lines was 6≈09,000 kilometers, and the transformer capacity was 3.37 billion kilowatt-ampe✘res. The proportion of non-fossil energy in primary energy consumption increased from 9.4% in 2010 ‍to 12% in 2015, exceeding the planned target.

The basic principles for electricity development in the next ₹five years are: "comprehensive planning and coordinated develo≤pment, clean and low-carbon, green development, optimized layout, saγfe development, intelligent and efficient, innovative development, deepening reform, o≠pen development, ensuring people's livelihood, and shared development."

 

Han Shui pointed out that the "13th Five-Year
Plan" blueprint for power development is drawn up from eight aspects: supply ca pacity, power structure, grid development, comprehensive regulation cεapacity, energy conservation and emission reduction, people's lΩivelihood electricity guarantee, scientific and technological equipment develop¥ment, and power system reform. During the "13th Five-Year Plan" period, the ✘investment in the power industry will reach 7.17 trillion yuan, of which 3.83 tr​illion yuan will be invested in power sources and 33.4 trilσlion yuan in grids.

Supply Capacity


It is expected that the total electricity consumption in 20β20 will be 6.8-7.2 trillion kWh, with an average annuπal growth of 3.6-4.8%, and the national installed power generation ♠capacity will be 2 billion kilowatts, close to the level of mode•rately developed countries. The level of urban and rural electrification δhas been significantly improved, and the proportion of e↓lectricity in terminal energy consumption has reached 27%.


Power structure

By 2020, non-fossil energy power generation capacity w∑ill reach about 770 million kilowatts, an increase of about 250 million kilowatts ✘from 2015, accounting for about 39%, an increase of 4 percentage points, and the proportio&n of power generation will increase to 31%; gas power generation capacity will increase by α50 million kilowatts to more than 110 million kilowatts, βaccounting for more than 5%; my country's nuclear power inst↓alled capacity will reach 58 million kilowatts in 2020. Coal power generation ∑capacity will be controlled within 1.1 billion kilowatts, and the proportion will® be reduced to about 55%. The power structure has been fu↕rther optimized.

During the 13th Five-Year Plan period, more than 79 million kilowatts of wind power≥ were put into operation, and more than 68 million kilowatts of solar power were put in∏to operation. In 2020, the installed capacity of wind powerπ in China will reach more than 210 million kilowatts, of which about 5 million kilowatt☆s will be offshore wind power; the installed capacity of so‌lar power generation will reach more than 110 million kilowatts, of which more tβhan 60 million kilowatts will be distributed photovoltaic power generation and 5 million kilowat®ts will be solar thermal power generation.

The installed capacity of pumped storage power stations increased by about 17 million kil>owatts, reaching about 4,000 kilowatts, the single-cycle peak-shaving gas-fired ‌power increased by 5 million kilowatts, and the sc₩ale of cogeneration units and conventional coal-fired power fl≠exibility transformation reached about 1.33 kilowatts and 86 million kilowatts¥ respectively. The full guaranteed purchase system was implemented to contrαol the wind and solar power abandonment rates at a reasonable level.


Power grid development


Plan transmission channels and enhance resource allocation capabilities. Rati£onally plan transmission from energy-rich areas, build "West-to-East"× transmission channels using UHV and conventional transmission technologies, and inc∏rease the capacity by 130 million kilowatts to about 270 million kilowatts; optimize the €grid structure and improve the system safety level.

Upgrade and transform the distribution network and promote the constructi'on of smart grids. We will increase the construction ©and transformation of urban and rural power grids, and basically build a modern d₽istribution network that is coordinated between urban and rural areas, safe a♦nd reliable, economically efficient, technologically advanced, envi∞ronmentally friendly, and compatible with a well-off socieεty. We will adapt to the requirements of the intelligent power system, comprehe≠nsively enhance the two-way interaction between power sources and users, and support the con↔struction of efficient and intelligent power systems.


Comprehensive adjustment ability

Strengthen the construction of system peak-shaving c•apabilities, improve system flexibility, take multiple measur↔es from the load side, power supply side, and grid sid£e, fully tap the existing system peak-shaving capabilities, i↑ncrease the planning and construction of peak-shaving power sources, optimize power dispatching &and operation, and vigorously improve the response capabilities  of the power demand side.


Energy saving and emission reduction

During the 13th Five-Year Plan period, the country will implement ultra-"low emission transformation of about 420 million kilowatt s of coal-fired power, implement energy-saving transformation of about 340 million kilowatts, and$ strive to eliminate about 20 million kilowatts of backward coal-fired power uni'ts. By 2020, the average coal consumption of active£ coal-fired power generation in the country will be reduce¶d to 310 grams of standard coal per kilowatt-hour; all units☆ above 300,000 kilowatts that meet the conditions will achieve ultra-low emission. The comprehensi✔ve line loss rate of the power grid will be controlled within 6.5%.


Electricity security for people’s livelihood

During the 13th Five-Year Plan period, we will focus on a¶ir pollution prevention and control, take electricity as a starting point to replace s¶cattered coal and fuel oil, continuously increase the proportion of electricity in termπinal energy consumption, accelerate the construction of charging facilities, promote centralized heαating, gradually replace small coal-fired boilers, actively develop distributed power generat♦ion, and encourage efficient use of energy nearby. The central heating rat≥e of cogeneration in large and medium-sized cities in the north will reach more than 6™0%. In 2020, electricity will replace about 450 bi∑llion kWh of new electricity consumption. We will strive to achie≤ve a central heating rate of cogeneration in large and medium-sized↑ cities in the north of more than 60%, and gradually eliminate small coal-fired heatin g boilers within the coverage of the pipeline network.


Development of scientific and technological equipment

Apply and promote a number of relatively mature new techn✔ologies with market demand and realize industrialization as soon as possibl♠e.


Power system reform

Establish a relatively independent and standardized electricity trading organizatio>n and establish fair and orderly electricity market rules.

First, determine the transmission and distribution price. By the end of 201©7, the total revenue and transmission and distribution price allowed✔ for power grid enterprises will be determined by voltage level, $and cross-subsidy of electricity prices will be gradually reduced.

Second, establish and improve the power market system. Establ ish a standard and unified power market transaction technical support sy↑stem, actively cultivate qualified market entities, improve the transaction mec≈hanism, and enrich transaction varieties. In 2016, launch the pilot of the auxili>ary service market in Northeast China, and promote it com↓prehensively after maturity. Before the end of 2018, launch the spot transaction× pilot; in 2020, fully launch the spot transaction market and study the risk© hedging mechanism.

The third is to establish a relatively independent and standardized electricity trading organi£zation.

Fourth, orderly release of power generation and co✔nsumption plans. Before 2020, non-regulatory power generation pl>ans other than priority power generation rights will be gradually cancelled.

Fifth, comprehensively promote the reform of the power distribution and sales $side. Complete the cultivation of market competition entities on the po wer sales side by the end of 2018.
